POSTAL PROBE ASKED IN FRAUD ON FORD NAME

State Bureau Says Suspects Have No Office at Manhattan Address Assistant Attorney-General Washburn, head of the State Bureau of Securities, 74 Trinity place, Manhattan, announced to-day that he had asked thc postal authorities and the California Blue Sky Commission to investigate the activities of the United States Foreign Securities Company of 1008 James Oviatt Building, Los Angeles. The company recently addressed circulars to customers of. the International Securities .Corporation stating that it had absorbed the International Securities Corporation and was making a special stock

The offer made is an exchange of four shares of a so-called investment trust company known as the Ford Foreign Motor Companies Stockholders' Association of America for every one share of the stock of the Ford Motor Company of Germany.

Mr. Washburn informed the Federal and California authorities that his suspicion of these circulars immediately was aroused because of the apparent use of the Ford name in a reloading scheme and the nature of certain statements in the literature. Another suspicious circumstance was the letterhead of the United States Foreign Securities Company, which gives the New York address of the company as 74 Trinity place. The office of the State Bureau of Securities Is located at this address, and an investigation reveals that there is no such company as the United States Foreign Securities Company located there. Furthermore, the high-sounding name of the company in Itself appears to be a simulation of the name of the wellknown investment trust, the United States and Foreign Securities Corporation.

A telegram from Arthur H. Garland, Blue Sky Commissioner from California, received by Mr. Washburn in response to his inquiry, states that the United States Foreign Securities Company is not licensed by the California Securities Department.

As the circulars were addressed to former customers of the International Securities Company, it was first thought this was the same concern as the International Securities Company at 25 Beaver street, recently enjoined by the Bureau of Securities from further stock dealings. This company also was engaged In the sale of foreign Ford shares. Former Supreme Court Justice Stephen Callaghan was appointed the receiver.

Mr. Garland's telegram indicates that the California company has no connection with the International Securities Company of 25 Beaver street.

The circulars received here state that: "The Ford Foreign Motor Companies Stockholders" Association of America owns shares in various Ford companies, and the market value of the shares on hand against the outstanding shares of the association represents the value of these shares, and the current certification of Young & Young, accountants, shows that the value of each share is in excess of $25 each as at the close of business April 1, 1930."

This, according to Mr. Washburn, is entirely meaningless, since the number of shares of the various Ford companies owned is not disclosed, nor the number of shares of the association outstanding April 1, 1930.

"The whole proposition appear; to be a scheme fostered merely to obtain stock of the Ford Motors Company of Germany, which has a market value, in exchange for other securities of improved wor|fi," Mr. Washburn said. "Numerous schemes involving the use of Henry Ford's name have been uncovered by my office in the last few weeks. Ford stocks are active, low priced, and the name serves -as an attractive inducement. Persons of small means are particularly attracted.
