Beautifully engraved certificate from the US Department of Commerce (Certificate of Service) issued in 1940 at the beginning of WWII. This historic document was printed by the Bureau of Engraving and Printing and has an ornate border around it with a photograph of Dallas Malcolm Franklin. This item is hand signed by the U.S. Board of Local Inspectors and is over 55 years old.
